Sets the underlying connector's desired ECS task count back to 1. Restricted to the roles that can install/uninstall data apps. Not supported for serverless data apps.

Bad Request (e.g. the app is a serverless data app)
Forbidden - the caller lacks permission to start the data app (propagated from the downstream service).
Not Found
Conflict - a status change is already in progress for this data app (propagated from the downstream data-acquisition service). The request can be retried once the in-flight change completes.
Too Many Requests - the endpoint's rate limit was exceeded.
Service Unavailable - the downstream data-acquisition service returned a non-4xx error or was unreachable.
